The are adhesive-backed tapes which you apply to an aluminum tape blank (sold separately, see below) to apply a final high polish. This is a good choice as the final polishing stage, or you can also use a 6000 or 7000 tape after this one to go for a mirror-like finish.

In my opinion, this type of edge is more useful for thin bladed knives where you want maximum slicing action.
